Merkel offers hand to Russia ahead of NATO summit

BERLIN, July 7 (Reuters) - German Chancellor Angela Merkel

offered Moscow her "outstretched hand for dialogue" on Thursday,

a day before NATO leaders meet in Warsaw to cement a new
